Job Description: * DUTIES AND **RESPONSIBILITIES** - Reports directly to the LES Eradication Advisor of the Organized Crime and Counternarcotics (OCCN) Division. - Assists the LES Eradication Advisor with gathering qualitative and quantitative data for the development of bilateral project planning and implementation of crop reduction programs with the Government of Colombia (GOC). This includes all aspects of project implementation from design, execution, project monitoring and reporting and post implementation outcome impact reporting. - Reports on and coordinates USG support to operational plans and processes at both the tactical and strategic levels with the Colombian National Police (CNP), Colombian military and other GOC entities engaged in illicit crop reduction. - Analyzes and proposes improvements to eradication methods through analytical reports suggesting efficiency and methodological improvements. - Conducts surveys to gather quantitative and qualitative data to drive strategic and operational planning improvements. - Identifies and develops training requirements and needs for GOC eradication forces to assist with unit and process improvement. - Conducts market research of equipment required to support eradication operations as needed by the CNP and Colombian military. - Coordinates with the LES Eradication Advisor to gather data for the creation and maintenance of databases to track all relevant security related assistance to the GOC. - Prepares and coordinates briefings for visiting officials on the status of INL projects and GOC eradication efforts. - Conducts other requirements as dictated by INL and the Organized Crime and Counternarcotics Division. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION**: - 4 year University Degree or equivalent preferable in military or police sciences, statistics, business or a related field. **LANGUAGE **LEVEL**: - Spanish Level 4 (Fluent) listening, speaking and writing is required. - English Level 3 (Good working knowledge) listening, speaking and writing is required. **EXPERIENCE**: - Minimum 7-10 years’ experience working in or with GOC institutions; - Demonstrated ability to engage with all levels of government in Colombia, especially in areas with high levels of illicit crop cultivation. - Prior experience in joint field operations. - Preferred experience with GOC illicit crop reduction programs. - Preferred experience with GOC post conflict integration of security and governance programs. **KNOWLEDGE** OF: * - Good knowledge of statistical evaluation and data analysis. **SKILLS **IN**: - Ability to perform assigned duties with a mínimal supervision and to take the initiative as a self-starter. - Ability to deal diplomatically with Colombian and U.S. counterparts. - Drafting concise, effective reports and briefs on technical areas in English and Spanish. **ABILITY **TO**: - Travel to remote and high threat areas within Colombia for short and medium term visits. - Must be able to pass the US Embassy security background review. - Work as a team member. - Write effectively and quickly in English and Spanish. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Job holder will work primarily outside of the Embassy in Bogotá however, will occasionally work inside the Embassy for coordination. - Incumbent will travel frequently within Colombia to the field and to police/military installations. - Will conduct regular visits to primitive areas and coca fields, which often requires traversing rugged terrain on foot or in GOC helicopters.
