Present in Colombia since 2011, DRC has been actively engaged in Latin America and the Caribbean, particularly in protection and humanitarian assistance responses to internal displacement and mixed migration flows sparked by the Venezuela crisis since 2018. The organization has played a pivotal role in addressing the urgent protection and basic needs of refugees and migrants on the move and at destination, as well as in assisting IDPs, victims of OSV, returnees, and host communities. As of 2025, DRC works in Colombia, Venezuela, Mexico and Peru. In these countries DRC implements through two modalities (direct implementation and partnerships), partnering with local organizations. 2. Purpose of the job Under the supervision of ProLAC Initiative's Steering Committee, the ProLAC Consortium Manager will lead the ProLAC Initiative, providing coordinated and strategic leadership for the implementation and further development. This includes being responsible for strategy development, coordination with partners and duty-bearers, planning and implementation, supervising advocacy efforts, external relations, and fundraising. The ProLAC Consortium Manager will also manage the ProLAC team composed of one international staff and five national staff. Geographical scope: This role has a multi-country focus on Latin America and the Caribbean, and it must ensure compliance to DRC and donors' procedures and guidelines within the scope of implementation. 3. Responsibilities Management of the ProLAC initiative Regularly participate in the ProLAC Steering Committee including setting the agenda and ensuring follow-up with relevant stakeholders. Be responsible for the overall strategic direction indicated by the ProLAC Steering Committee and develop work plans. Supervise and manage the ProLAC Initiative Consortium team. Liaise and ensure good communication between the ProLAC technical group and the ProLAC Steering Committee. Coordinate with existing partners to ensure effective implementation and identify and propose new partners to join ProLAC. Responsible for the overall program quality of the project and identify and promote best practices and working methods among the ProLAC partners. Manage budgets and ensure effective and efficient project management. Supporting the ProLAC Steering Committee in coordinating with ProLAC Initiative's donors and support resource mobilization for the program. Supervise the maintenance of ProLAC web portal. Coordinate new proposal writing and budgeting. Be the focal point for the compliance self-check, risk register, internal audit. Support the planning of capacity building activities. Technical support on Protection Information Management & Analysis Chair the ProLAC technical committee and provide technical inputs to the overall functioning of the protection monitoring system. Supervise data analysis and review protection monitoring reports and advocacy products produced by the ProLAC analysts. Support the senior analyst in identifying protection trends and developments. Supervise the quality of the protection monitoring tools and ensure regular quality checks are done by the Senior Analyst. Supervise and ensure quality check of protection monitoring products (reports, briefs etc.) Provide technical inputs and facilitate ProLAC workshops and capacity building activities across the region. In collaboration with partners and relevant actors, facilitate and coordinate regular consultations meetings, to identify areas for improvement, analysis or tools development. Coordinate with partners and DRC technical leads in countries to ensure the quality and relevance of ProLAC Initiative's protection monitoring. External Engagement, Advocacy, networking and coordination Promote the ProLAC initiative with key stakeholders in Latin America and globally, including donors, GPC and duty bearers. Ensure protection monitoring outputs are disseminated to key global, regional and national stakeholders including humanitarian actors, donors, academia, and duty-bearers. Supervise the dissemination of ProLAC information and communication products. Co-lead and coordinate with NRC on the implementation of the ProLAC advocacy and communications plan. Coordinate with governmental and inter-governmental actors and forums and provide inputs to international and regional mechanisms, conferences and workshops on protection. Coordinate with protection clusters leads in relevant countries in the region to promote protection analysis and dissemination of protection monitoring outputs. Participate in the regional protection sector meetings and coordinate with the co-leads to ensure collaboration and inclusion of ProLAC Initiative in the regional protection work-plan. 4. Required Skills & Qualities At least 7 years' protection experience at international level including designing, managing and leading coordinated protection strategies, analyses and responses. At least 3 years of experience with protection monitoring. At least 3 years' experience with people management. Previous experience in managing / coordinating initiatives involving several international and national stakeholders. Previous experience in coordination with high level humanitarian and political fora. Knowledge of project cycle management. Understanding of supply chain management and procurement processes. Knowledge of budget cycle and monitoring processes. Knowledge of code of conduct principles and the HR systems for performance management. Knowledge of key donor policies and compliance procedures. Full professional proficiency in Spanish and English. Excellent communication skills (written and oral). Ability to work in a multinational and multicultural environment. Proven analytical and critical thinking skills. Being a team-player. Previous experience in a similar regional or global role. Previous work experience in Latin America.
