**ACCOUNTING MOBILE SUPPORT TECHNICIAN**: ES Full Time Finance **GENERAL CONTEXT** Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. **CONTEXT AND GENERAL OBJECTIVE OF THE POST** The Accounting Unit is part of the Finance department. The main objective of the unit is guaranteeing the reliability of the financial statements of the organization and define the financial-accounting policies agreed by Finance Director, the management processes and accounting control necessary to ensure the accountability of the entity in the financial-accounting area. For this reason, the Accounting Unit continuously implements different policies aimed at supporting the mission’s accounting teams in order to improve the quality and efficiency of the work to ensure adequate service to the mission. One of the measures is the creation of the **Accounting Mobile Support Technician (Accounting MST)** position. Her/his main responsibility is to visit the missions to support and coach the ACMAs and the rest of the finance team in order to strengthen the accounting procedures and tasks, to cover possible gaps in the team and to support the implementation and use of improvements in the accounting technical tools. Within this framework, Emergency interventions have special priority. She/he is part of the Accounting Unit at headquarters depending hierarchically to the Field Accounting Manager. In the mission, while in a field visit, she/he functionally depends to the Finance Coordinator of the mission but hierarchically continues depending to the Field Accounting Manager of HQ. The Accounting MST must be at least the 50% of her/his job visiting MSF OCBA Field missions. **RESPONSIBILITIES AND MAIN TASKS** - Provide accounting technical support, coaching and advice to the mission’s finance team at capital and projects level. - Supervise mission accounting (FFC data entry, treasury and payments, bank reconciliation, supporting documents, monthly and annual closing, purchasing and audit procedures, etc.) in order to provide timely, reliable and transparent quality information to the organization on the use and allocation of resources in the mission. - Ensure compliance to legal obligations, MSF financial guidelines, standard policies and procedures. - Advise and supervise the correct execution and follow-up of payment and other tax obligations with respect to tax legislation in the country, considering tax exemptions, in order to comply with legal obligations. - Training and support on the MSF accounting software / system (FFC & SAP) - Act as an ACMA (mainly for a period not exceeding 2 months) when there is a gap or vacancy in this position, with special priority of Emergencies. - Act and support finance department of a mission when reinforcement or an extra collaboration is temporarily required (mainly a period not exceeding 2 months) to guarantee the quality and timeliness of the accounting data and processes. - Propose innovative solutions to overcome recurrent problems and technical challenges. - Preparation of terms of reference prior to the visit based on the needs identified for each mission and drafting of reports after the visit to gather experiences and lessons learned and establish action plans. - Briefings to other field departments involved on specific accountancy management. - Be actively part of the MST Fin team group participating in weekly team meetings to discuss and contribute to the plan and actions associated to the L&D; path for the field finance teams of the missions depending on their needs and lacks detected" When the employee is not visiting a mission, contribute to the continuous learning and development of the department by: - Participating in the current tasks of the Field Accounting team based in HQ or on remote work. - Participating in training/coaching sessions and any other national and international events as required. (Webinars & Workshops). - Developing and maintaining knowledge of practices and approaches within the area of Field Accounting and to share this knowledge with the whole finance team. **SELECTION CRITERIA** - Training: Economics and/or Business Administration and proven experience in financial and equivalent accounting management position of at least 1 year. - MSF experience: minimum 12 months or 2 missions. - Expert in Finance Field Connection (FFC) and good knowledge in SAP. - Good language skills are a must.
