Job Description: - Advise the INL Standards Advisor, and Colombian National Police (CNP) standardization personnel in the efficacy of their pilot training and standardization program, develops written examinations for no-notice evaluations to determine the knowledge and proficiency of crewmembers. - Assist CNP with the development, publishing and update of the Aircrew Training Program (PET/MOAPN). - Plan, coordinate, implement, evaluate, academic and Flights (Day, Night, NVG) as Standardization Instructor Pilots/Maintenance Examiner in accordance with Colombia National Police (CNP) Aircrew Training Program (PET / MOAPN). - Perform inspection, correction and training of the CNP Individual Aircrew Training Folders (IATF). - Participate in simulator flight training as required, as console operator and instructor. - May be required on a periodic basis to perform maintenance test flights in support maintenance program. - Maintains proficiency as instructor pilot and as Maintenance Test Pilot/Examiner (MP/ME) IAW DoS INL current directives. Individual flight gear must always be kept in optimal operational condition, with their respective assigned and programmed inspections, to comply with air safety regulations. - Travel to the different bases may be required on a periodic basis to accomplish specific tasks and to support standardization flight training program. - Provide weekly (on Friday) and monthly (on last Friday) standards reports to INL Standards. - Advise the INL Standards, Senior Aviation Advisor, CNP standardization and safety personnel of specific instances of unsafe and/or unsatisfactory pilot/aircrew performance. - Provide support in other activities or tasks required by the supervisor. - Exercise of Judgment: Due to the sensitive nature of this position, the incumbent must demonstrate the highest levels of sound judgment during the conduct of his work - Lead: Provides day to day guidance, training and direction for staff in addition to other duties. Regularly assigns and reviews work. Is fluent in assigned area of responsibility MINIMUM QUALIFICATIONS - Must be able to annually pass the Aviation Medical Physical without restrictions. - (FAA Class II or host nation Civil Aeronautical equivalent). - Hiring Company/Employee should pay any required Medical Examinations. EDUCATION: - Must have completed Bell UH-1/Huey II course of instruction, equivalent military Formal Training as a Flight Instructor and Maintenance Test Pilot, or the INL/DoS Air Wing, and/or commercial (ICAO and / or FAA) (Day, Night, NVG). - At time of hire must possess as a minimum; Current FAA Commercial Certificate (Rotorcraft) with Instrument and a Second Class Medical certificate or host nation Civil Aeronautical equivalent. Current Helicopter Instructor Pilot License, either ICAO and / or FAA (International Civil Aviation Organization). LANGUAGE LEVEL: - Spanish: Level 4 - Fluent - English: Level 2 - Limited knowledge EXPERIENCE: - Must have a minimum of 3,000 hours of helicopter flight experience, to include 500 hours in UH-1 series - A minimum of 600 hours flight time as Helicopter Instructor Pilot in the UH-1 series and preferable 100 hours in the last 12 months. - Must have a minimum of 2,000 hours of helicopter flight experience, to include 500 hours in UH-1 series - A minimum of 500 hours flight time as Helicopter Instructor Pilot in the UH-1 series and preferable 100 hours in the last 12 months. - Documented experience in Tactical Military or Police Units, as Helicopter Flight Instructor. - Documented Instructor Pilot experience in one or more contractor aviation company(s). - Experience in side arm small weapons (pistols) recommended/preferred - Documented experience of minimum two years in emergencies medical care functions - Experience as Maintenance Test Pilot, 3 years in the UH-1 series, documented/registered. KNOWLEDGE OF: - Possess a thorough knowledge of FAA and ICAO regulations pertinent to the host country operational environment. - Be thoroughly familiar with systems, components, and operating procedures for assigned rotary wing aircraft and understand the tactics to be employed in each operational activity. - Must have basic computer knowledge and use of Microsoft Office. SKILLS IN: - Must have the abilities and skills to communicate effectively with host nation and U.S. officials. Additionally, should be able to communicate with laborers. - Organize, analyze, schedule, and maintain accurate records of individual work performed. - Excellent leadership skills, well-motivated, outstanding communication skills. ABILITY TO: - Understand and follow oral and written instructions in the English and Spanish language - Interpersonal communications abilities - Work cooperatively with other US Government and Colombian employees - Productively work with little or no supervision TRAINING: - Military Flight Crew courses, rotary wing aircraft, civilian police or applicable (Day, Night, NVG). - Formal training
