The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational, and rapid humanitarian response to the needs of victims of armed conflict or internal violence. We direct and coordinate international activities in these situations. Purpose Working collaboratively with internal and external stakeholders, the Senior Investigation Officer is responsible for planning, organizing, and managing the most serious and complex investigations of alleged misconduct or violations of ICRC policies, ensuring adherence to best practices. Accountabilities & Functional responsibilities Leads and manages investigation teams and supervises investigation personnel and consultants as assigned. May manage an investigation sub-office in the field. Supports performance outcomes of Regional Investigation Officers. Substitutes for the Regional Investigation Manager when needed. Acts as an expert focal point for SEAH and/or fraud investigations. Plans, organizes, conducts, and manages investigations into misconduct or policy violations, prioritizing follow-up based on guidance from the Head of Investigations. Reviews documentation, conducts interviews, analyzes facts, and formulates findings and recommendations. Determines if matters involve potential criminal conduct warranting referral to authorities. Prepares investigation reports and handles post-investigation tasks. Collaborates with colleagues to achieve organizational goals in line with the ICRC Code of Conduct and other regulations. Prepares cases for internal justice or referral to national jurisdictions and supports case management. Performs preventive compliance activities, including staff training and lessons learned. Performs other managerial duties as assigned. Relationships Interacts with investigation subjects, involved staff, and coordinates with senior management, forensic institutions, and external parties such as UN agencies and international organizations. Operational & field constraints Personnel are not assigned to countries of their nationality to maintain neutrality. Candidates must pass a medical check-up and possess a valid driving license. Unaccompanied postings are required for at least 24 months. Professional Experience Minimum 8-10 years of investigation experience, ideally within international organizations, with expertise in legal, procedural, and evidentiary standards. Advanced training in investigating Sexual Exploitation and Abuse and/or Fraud is required. Education University degree in law or relevant field and/or professional certifications (e.g., ACFE). Additional requirements Proficiency in computer skills and knowledge of a second language is an asset.
