Experience : 10-15 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). The specific objective of the assessment is to identify the key factors of local governance that have the potential to contribute to the improvement of municipal performance. Under this general objective, it is expected to analyze and identify the main trends of local governance in PDET municipalities based on the analytical framework of the tool developed by the National Planning Department (DNP) to measure territorial performance, known as Municipal Performance Measurement (MDM). This analytical framework includes two components: management and results, which must be reflected in the methodology, the data collection instruments, and the analysis. Due to the above, the MEL activity seeks to hire a consultant who has experience in public finance and development at a territorial level. The analysis from this assessment will be addressed to USAID/Colombia’s management and technical team, specifically to the Good Governance and Transparency Team (GGT), which is part of the Peacebuilding and Governance Office (PGO), among other strategic offices of the mission. **Duties and Responsibilities** - Study the results of the management indicators from the MDM tool in PDET municipalities over time. - Support the development of the methodological design, in line with the research component guidelines. - Perform quantitative analysis on the atypical and typical cases in relation to the management indicators from the MDM tool. - Identify the risks and opportunities to improve municipal governance based on the management indicators in the selected municipalities. - Gather the necessary evidence for the preparation of presentations, reports, and infographics/two pagers as required. - Lead the analytical framework on local governance and development. - Support the triangulation of primary, secondary, and tertiary information. - Support the completion of the adjustments requested by the MEL activity and USAID. - Attend all meetings requested by the MEL activity. Bajo este objetivo general, se espera analizar e identificar las principales tendencias de la gobernanza local en municipios PDET teniendo como base el marco analítico la herramienta liderada por el Departamento Nacional de Planeación (DNP) para medir el desempeño territorial conocida como Medición de Desempeño Municipal (MDM). Este marco analítico incluye dos componentes: gestión y resultados los cuáles deben ser reflejados en la metodología, los instrumentos para la recolección de la información y el análisis. Por lo anterior, la actividad MEL requiere la contratación de un/a consultor/a que tenga experiência en finanzas públicas y desarrollo a nível territorial. El análisis que resulte de este assessment irá dirigido al equipo directivo y técnico de la Misión de USAID/Colombia, específicamente al Good Governance and Transparency Team (GGT) que hace parte de la oficina de Peacebuilding and Governance Office (PGO), entre otras oficinas estratégicas de la Misión. **Deberes y Responsabilidades**: - Estudiar los resultados de los indicadores de gestión a partir de la herramienta de MDM en municipios PDET a lo largo del tiempo. - Apoyar la elaboración del diseño metodológico de acuerdo al lineamiento del componente de investigaciones. - Analizar cuantitativamente los casos atípicos y los casos comun
