Job Description: * DUTIES AND **RESPONSIBILITIES** - Assist with coordination with host nation personnel in all aspects of CNP SIMA Operational Missions within the national boundaries of Colombia. - Individual will assist INL/ARAVI Program Manager, SAA, and Standardization Advisor in the execution of his duties as assigned. - Individual will be familiar with all relevant CNP, DOD, and INL/A aircrew training program, policies and regulations; aircraft technical manuals, SOP's, and general aviation regulations, adhering to the aviation standards. - Perform Fixed Wing Instructor Pilot duties in Cessna Caravan C-208.Oversee the Colombian National Police ARAVI SIMA program in the operation of U.S. -supported aviation assets and implementation of an implementation of the SIMA Program Standard Operating Procedures (SOP). - Ensure compliance with operational requirements, and aircrew standardization policies, procedures and current directives (PET/MOAPN). - Maintain high standards, proficiency and currency as instructor pilot - Comply with the CNP Operations Directive and guide to aviation standardization and training. - Provide technical and practical advice in accordance with the orders and procedures established by the CNP. - Adhere and comply with industrial security regulations in all locations and at all times. - Coordinate with the other ARAVI aviation advisors as required - Assist in the continued development of fixed-wing training plan syllabi, lesson plans, study guides, briefing guides, grade sheets/criteria, counseling, sheets, criteria, and standardization criteria/grade sheets as required. - Aid in development/refinement of the SIMA tactical doctrine - Maintain and enforce CNP standards and policy in all training and operations. - Give briefings on intelligence related topics as required. - Perform liaison between INL/ARAVI and CNP aviation and ground commanders as required - Maintain cordial relations and open communications with assigned program functional leaders, superiors, coordinators, advisors, Police Commanders, and program directors. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Graduate of a host nation military academy - Basic Fixed wing pilot’s course - Basic instrument course - Experience as flight instructor is desirable - FAA or host nation commercial, instrument, fixed-wing license - Bachelor’s degree or equivalent **LANGUAGE **LEVEL**: - Spanish: Level 5 - Native language level required in Speaking/Reading/Writing/Listening - English: level 2 - Limited Working Knowledge **EXPERIENCE**: - Have flown a minimum of 4000 hours fixed-wing pilot-in-command. - Minimum 400 hours in C208, 100 hours of which must be in the last 6 months - Experience in aero photography mission with ADS camera and FLIR **KNOWLEDGE** OF: * - General knowledge of aeronautical activities, ICAO, Federal Aviation Regulations, and Colombian Aviation Regulations, with an emphasis on tactical flight procedures. - Practical experience and academic preparation that allows for teaching and providing instruction on aeronautical activities. **SKILLS **IN**: - Must have the abilities and skills to communicate effectively with host nation and U.S. officials. Additionally, should be able to communicate with laborers. - Organize, analyze, schedule, and maintain accurate records of individual work performed. - Excellent leadership skills, well-motivated, outstanding communication skills. **ABILITY **TO**: - Effectively communicate, in both English (English Level II -Limited Working Knowledge) and fluent in Spanish. - Understand and follow oral and written instructions in the English and Spanish language - Interpersonal communications abilities - Work cooperatively with other US Government and Colombian employees - Productively work with little or no supervision - Pass the US Embassy Background Investigation **TRAINING**: - Must be able to use Microsoft Office programs - As special condition, have both the conditions and physical/psychological aptitude that allow for extensive long work hours, exposure to risk of hostile fire and difficult terrain and weather conditions common to narco-guerrilla conflict. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Must be able to obtain and maintain a medical aviation license - Present entry medical exams in accordance with medical and physical standards - Have NO physical limitations precluding work in a dynamic climatic and situational environment - May be exposed to extreme noise - Travel may be required on a periodic basis, at times to remote locations with primitive living conditions.
