About this position The Innovation for CitizenServices (ICS) division is looking for a Cybersecurity professionalto support Latin American and Caribbean (LAC) governments inimproving their national, sectorial and organizationalcybersecurity capabilities, governance, policy, and technicalreadiness. ICS’s mission is to strengthen the institutionalcapacity of the state to deliver better services to citizens usingdigital solutions and innovation, to support the modernization ofpublic management, and to promote citizen safety and security. Within ICS, the Data-Driven Digital Government Team supportscountries of the Region in improving the quality of digitalservices for their citizens and businesses. To do so, DDG promotesoperational efficiency in government agencies at all levels,through digital transformation, the use of informationtechnologies, and cybersecurity. To address the concerns of LACgovernments about the security of their cyber environments, the Bank initiated cybersecurity development activities, includinglaunching the regional Cybersecurity Report in 2016 and 2020 whichshowed significant gaps in countries’ cybersecurity readiness. ICSis looking for an expert in Cybersecurity to work remotely. TheConsultant will (i) advise Latin American and Caribbean governmentsand sectors in cybersecurity; (ii) support the planning andexecution of cybersecurity activities; (iii) contribute toknowledge generation activities in the field of cybersecurityundertaken by the Bank. What you’ll do - Support individualcountry, sector or public-sector organization cybersecurity effortsby providing technical advice related to every aspect ofcybersecurity policy and practice. - Support public-sector clientorganizations by evaluating their current cybersecurity posture,collecting information using interviews, questionnaires, surveys,technical reviews, technological platforms and externalprofessional services; planning the improvement of theirgovernance, identification, protection, monitoring, response andrecovery operations; and accompanying the implementation of theseplans as needed. - Support in the development of cybersecuritylearning materials, studies and technical notes for the region orspecific countries. - Organize knowledge-sharing missions tocountries with ample experience in the cybersecurity field, whereLAC cybersecurity policy-makers and managers will learn from theexperience of the hosting country. Open and maintain dialogues withLAC cybersecurity experts and policymakers to identify mechanismsto support their cybersecurity efforts. - Accompany, contribute to,and review terms of reference, scope and deliverables of externalconsultancy projects advising on current cybersecurity readiness,policies and improvement roadmaps. The consultancies may be within Bank-executed and client-executed operations. - Assist inresponding to cybersecurity incidents and in aspects of clientdialogues. - Support the design and implementation of technicalcooperations and loans focused on cybersecurity. - Support thedesign and execution of cybersecurity aspects in the Bank’sdevelopment operations in the region. - Support additionalinternational, national, sectorial and Bank cybersecuritydevelopment activities such as research and knowledge generation. What you'll need - Education: Master’s degree (or equivalent). Degrees and other significant studies in fields related tocybersecurity policy and management are preferred including Computer Science and Engineering, Information Technology, DigitalSecurity, Technology, Public Policy and other fields. Professionalcertifications in cybersecurity may be considered. Demonstratedequivalent experience may be considered in lieu of degree. -Experience: At least ten years of relevant professional experiencein cybersecurity and related fields such as information technologyengineering, digital government, ICT policies, project managementor similar in related technical environments. Experience working inthe public sector is desired. - The ideal candidate would havetechnical, advisory, program management and policy experience incybersecurity applied to a variety of sectors. - Recognizedexpertise in the field of Cybersecurity. Solid capabilities andexperience advising on Cybersecurity (especially for governmentsand in developing countries). Relevant knowledge of standards,methodologies, best practices, analytical tools and understandingof institutions, policies and regulations in the field ofcybersecurity. - Working knowledge of the Latin American and Caribbean Region. Capacity to communicate effectively to policymakers. Multitasking, self-management and organizational skills. Experience working in multi-disciplinary teams, in largeorganizations and in leading long-term processes. - Cybersecuritycompetencies in aspects such as technology, project leadership,business processes and policy. - Languages: Proficiency in Spanishand English, spoken and written, is required. Additional knowledgeof French and Portuguese is preferable. Requirements - Citizenship:You are a citizen of one of our 48-member countries. -Consanguinity : You have no family members (up to the fourth degreeof consanguinity and second degree of affinity, including spouse)working at the IDB, IDB Invest, or IDB Lab. - Remote Modality: Theselected candidate will not provide services from the Bank’s officeand will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsiblefor setting up the space, and for having the equipment, internet,and phone accesses to accomplish these TORs, outside the Bank’soffice. Access to the Bank’s systems will be arranged incoordination with the Bank.
