All our efforts are based on our value compass: humanity, respect, independence and neutrality, participation, and honesty and transparency. **Overall purpose of the role**: The Emergency Programme Manager is responsible for leading DRC Colombia's emergency response in conflict-affected areas. The Manager supervises the quality of the intervention, leads the coordination with the relevant stakeholders at the national level, and, together with the Partnership Coordinator, coordinates the overall monitoring and capacity strengthening of DRC’s partners in emergency response. **Responsibilities**: **Programme Management** - Plan and monitor the implementation of emergency response activities, ensuring kick-off, follow-up, and project closure meetings. - Coordinate internally with Area Offices and Local Partners to ensure smooth implementation of the activities and a mutual understanding of programmatic responsibilities. - Ensure compliance with the DRC PCM guide and update relevant programme tools, such as PIP, BFUs, and IPTs, when relevant. - Supervise and support the efficient implementation of Emergency Response Activities in Nariño, Norte de Santander and Bolivar. - Develop tools and guidelines for emergency response activities (distributions, QUIPs, etc.). - Participate in project planning, monitoring, and review meetings. - Ensure DRC and partners' implementation rates are in line with the targets, work plan, and PIP. **Program and Strategic Development** - Support the design of new humanitarian interventions and emergency response strategies for DRC’s Colombia Program. - In coordination with the Partnership and Localization Coordinator, ensure that DRC’s localization strategy is implemented according to DRC and local partner's needs, focusing on capacity strengthening and long-term sustainability. - Identify humanitarian needs and support assessments in DRC intervention areas. **Emergency Preparedness and Program Quality** - Support rapid emergency analyses and update response protocols. - Contribute to context monitoring and alert on emerging crises. - Ensure the quality of emergency responses is aligned with humanitarian standards. - In cooperation with the MEAL Manager, develop MEAL tools for emergency management and strengthen the capacities of local partners. **Partnership Development** - Identify and map strategic partners, leading the selection and assessment process. - Support partnership documentation and formalization (MoUs, agreements, budgets). - With the support of the HoP and the Partnership and Localization Coordinator, ensure that proper Capacity Strengthening plans are in place for relevant local partners under his/her Area of Responsibility **Grants Management** - Coordinate with the Grants team to ensure compliance with donor standards and requirements. - Facilitate grant kick-off and review meetings with partners, ensuring high-quality reporting and financial compliance. - Monitor expenditures and contract modifications to ensure efficient fund management. **External representation and coordination** - Coordinate externally with humanitarian actors, local authorities, and sectoral forums to ensure the DRC’s Emergency Response Program is strongly represented in all relevant spaces. - Represent DRC with relevant partners and strengthen relationships with implementing partners and local authorities. **Required experience and competencias** - At least 3 years of experience in project management (with at least 2 years of experience in RRM-type or other emergency project management). - At least 1 year of experience engaging with local and national actors (LNAs). - Experience in multisectoral response, cash transfers and protection activities will be considered an asset Ability to work effectively in extreme circumstances, including stress, high-security risks, and difficult living conditions. - Proficiency in the office pack (Word, Excel,
