JOB CONTEXT: On the continent, HI ispresent in Bolivia, Colombia, Cuba, Ecuador, Haiti, Peru, Venezuelaand Honduras implementing projects at national and regional level. The projects implemented by HI or through its partners in LatinAmerica are organized into three axes: (i) health (mental healthand psychosocial support, rehabilitation, sexual and reproductivehealth and rights), (ii) protection (protection against violence,inclusive disaster risk management, humanitarian demining andcomprehensive mine action, conflict transformation); (iii)inclusive education and livelihoods (inclusive education, economicand financial inclusion). HI also seeks to provide humanitarianlogistics services, in support of humanitarian organizations andthe humanitarian system. YOUR MISSION: Under the responsibility ofthe Regional Director, the Regional Technical Head of Programcontributes to the implementation of HI mandate and 10-yearstrategy within the programme he/she is assigned to. He/she is thedriving force behind the programmatic development of the socialmissions within his/her scope, and ensures that the quality andimpact of the projects implemented in the programme are optimised,in line with the priorities defined in HI’s strategic frameworks. The Regional Technical Head of Program is responsible to overseethe field technical specialists team, the MEAL/IM team, andprogrammatic development. Responsibilities: Management - ExemplaryManager: embodies HI's values on a daily basis, and is a rolemodel. - Meaningful manager: understands the strategy, makes itexplicit, translates it into operational objectives for the team,leads the necessary changes. - Manager Manager: organises theoperational management of his or her team, structures the workaround identified processes, steers performance, and facilitatesproblem solving. - Manager 1st HR&Coach;: contributes to thedevelopment of its employees. Strategy and management - Contributesto the development of the operational strategy (StratOp) in linewith HI’s strategic frameworks and to its monitoring. - Proposesthe design and evolution of the programme's technical support toprojects and according to the key priority sectors defined instrategic frameworks and the skills available within the Program. -Ensures the deployment of cross-cutting approaches withinprogramming and promotes cross-sectoral synergies. Development ofthe social mission - Contributes to the development of thefundraising strategy, in coordination with the Country Director /Operation Managers / Business Developer Specialist, and support thedevelopment and implementation of the fundraising plan. - Steersthe geographical development of HI sectors, and ensures thecompliance of project proposals or evolutions withtechnical/strategic priorities defined and nexus-related aspects. Quality standards and expertise / With the MEAL and technicalprofiles of the Program - Controls and monitors the technicalquality and relevance of HI activities within its scope. -Contributes to improving compliance with key MEAL-related policiesand standards as well as on cross-cutting approaches, supportingimprovement of their ownership and of related practices within theprogram. Ensure external representation and promotion of HI'sexpertise within his/her scope of work Emergency preparedness andresponse responsibilities - Leads the emergency preparednessactions in his/her department and, in case of emergency,reorganizes the priorities of his/her team according to thehumanitarian imperative, in order to ensure a rapid and efficientresponse from HI. YOUR PROFILE: - You hold a master degree in theintervention sector: international cooperation, development andhumanitarian. - You have a minimum of 8 years’ experience inhumanitarian development with experience in project management(multi or complex). - You have work experience in programming inmulti-site, multi-sector programs, for humanitarian and/ordevelopment programs. - You have experience of working with INGOand experience of working with teams of people with varyingexperience of program development. - You have management andleadership of multi-cultural and multi-sector teams, on-site andremotely experiences. - You are fluent in Spanish and English(French could be a good asset but optional).
