Result of Service The consultancy consists of the following outputs being these non-limitative: Output 1. Roadmap for the Evaluation of the Andean Countries HUB Projects. This document must contain definitions, the scope of the evaluation, the methodology to be developed, including evaluation questions, actors to be involved in the evaluations, information collection strategy and schedule of activities. This roadmap must consider the UN-Habitat Evaluation Policy. Output 2: Preliminary version of the Intermediate Evaluation Report of the Project: “Inclusive Cities, Communities of Solidarity”. These reports must include the suggestions of the UN-Habitat Evaluation Policy. This report must include the suggestions of the UN-Habitat Evaluation Policy. Output 3: Preliminary version of the Evaluation Report of the Project: “Boosting the structuring of the Integrated Urban Operation in the framework of the Master Plan Santa Marta 500 Años”. This report must include the suggestions of the UN-Habitat Evaluation Policy. Output 4: Preliminary version of the Evaluation Report of the Project: “Consolidation of the Hu-man Settlement System of Manabí Province”. This report must include the suggestions of the UN-Habitat Evaluation Policy. Output 5: Final version of three (3) Evaluation Reports of the Andean Countries HUB projects. Work Location Bogotá, Colombia Expected duration 5 month-contract with the possibility of extension **Responsibilities**: a.) Information and validation: - The consultant will be responsible for keeping the Roi Chiti-HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) Development: - Evidence the relevance, efficiency, effectiveness, impact, and sustainability of the projects im-plemented in the HUB Andean Countries. The evaluation should cover those activities that contribute to the improvement of institutional capacities, policies, and national and regional processes to achieve better sustainable urban development, such as advocacy and/or institutional accompaniment, among others ad should involve stakeholders related in evaluation processes; - Identify good practices and provide recommendations to improve project management, UN-HABITAT's strategic positioning in the country, and UN-HABITAT's strategic management, the strategic positioning of UN-Habitat in the countries and the added value of the cooperation of-fered. To this end, contact should be made with the counterparts and different methods should be implemented to collect information, both qualitative and quantitative. - The Evaluation of the Projects shall consider the UN-Habitat's Evaluation Policy and Manual and the standards for evaluation of the United Nations system, which promotes a results-oriented evaluation strategy through the use of tools such as the Theory of Change. These methodologies will be a starting point; however, the evaluation methodology may be agreed up-on with the consultant, considering factors of the Ecuadorian context, the availability of infor-mation and the nature of the actions carried out. The methodology should, at a minimum, in-clude documentary review, interviews with counterparts, and financial information on the exe-cution of resources. - Disseminate the Evaluation Findings and lessons learned in appropriate formats. c.) Approval: - The consultant will be responsible for supporting compliance with projects approval process-es, as well as monitoring the development and implementation of programs and projects. - The consultant will be responsible to make the necessary adjustments to the products when required by the coordination of the project. - Support the Hub Coordinator in the development of inputs for conceptual notes, project doc-uments, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency. d.) Implementation: - Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy. - Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have. - The consultant will be responsible for developing his/her products and activities by the provi-sion of ongoing technical accompaniment to officials appointed by the Manabí Provincial Government in tasks inherent in his/her contractual responsibilities as an UN-Habitat consult-ant. - Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, coun-terparties and who appoints the UN-Habitat HUB Coordinator for Andean countries. - Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries. - Comply with the schedule of activ
