Job Description: * DUTIES AND **RESPONSIBILITIES** - Incumbent is responsible for the day-to-day police training, advice and operative logístical support for the Direccion de Carabineros y Seguridad Rural (DICAR) training programs performed primarily in the CNP National Operations Center (CENOP) located in Espinal, Tolima. - Incumbent must be able to provide technical advice for all training courses performed by DICAR at CENOP and supported by the CN Re-establishment Program; the incumbent is responsible for coordination between the Colombian National Police (CNP) and the CN Re-establishment Program Manager/Advisor to assist in organizing and implementing the INL- CN Re-establishment funded, police-led, training programs. - Day-to-day police training advice and operative logístical support for the DICAR training programs. - Assists in developing and implementing Programs of Instruction (POI) for units within DICAR, the majority of the POIs will be provided at by members of the CNP in CENOP. - Train selected CNP, COLMIL and/or other authorized personnel as Police Instructors. - Develop an assessment training system that will ensure compliance with established CNP training standards. - Manage all INL funded training equipment and material located at CENOP, and submit replenishment requests to INL CN Reestablishment Program Manager/Advisor. - Make recommendations to INL CN Reestablishment Program Manager/Advisor to enhance police training for INL supported units. - Responsible for coordination between CNP and the CN Re-establishment Program Manager/Advisor to assist organize and implement INL-funded, police-led, training programs. - Incumbent must carry out logístical coordination meetings in order to establish a proper environment to develop accordingly the scheduled training program supported by INL CN Reestablishment Program. - Report to INL CN Reestablishment Program all compliances and non-compliances on all scheduled POIs. - Prepare weekly itinerary of CNP performance job requirements. - Report to INL on future identified requirements and initiatives - Prepare weekly itinerary of CNP performance job requirements. - Prepare and submit a weekly administrative and operational report - Generate innovative and creative solutions that will contribute to organizational effectiveness. - Report in person to INL at US Embassy. - Travel to Bogota and brief the INL CN Reestablishment Program Manager and Advisor. - Incumbent provides administrative and operative support to the INL Reestablishment program. - Incumbent provides back-up to other logistics personnel within the INL Reestablishment Program. - Other duties as assigned. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - High school diploma; formal police, military or accredited civilian equivalent instructor certification. **LANGUAGE **LEVEL**: - Spanish: Level 4 - Fluent - English: Level I **EXPERIENCE**: - Minimum of fifteen (15) years related work in Colombian Public Forces (Police, Army, Navy, Air force) with extensive experience in training, police and military operations, personnel management, weapons, combat medical procedures, explosives and ammunition handling. **KNOWLEDGE** OF: * - Knowledge of CNP training rules and regulations as well as standards, practices, methods, materials, tools, and equipment used in police training activities. - Knowledge of Colombian National Police, military public forces agencies, and (to a lesser degree developmental agency). - Extensive knowledge in handling short and long weapons. - Extensive knowledge in combat medical procedures. - Basic knowledge on Human Rights. **SKILLS **IN**: - Effective communication in Spanish (speaking and writing) - Strong leadership skills and self-motivated. - Interpersonal, analytical, creative problem-solving, judgment in complex situations, cross-cultural communications, social and political intelligence, professional communication and coordination **ABILITY **TO**: - Coordinate work activities with team leaders and other coworkers is a must. - Understand and follow oral and written instructions in Spanish language. - Work cooperatively with other US Government and Colombian employees. - Work safely without presenting a direct threat to self or others. - Write reports in Spanish. - Sometimes this position requires personnel to live permanently at specified locations.
