Job Description: - Provide support on the day-to-day administrative operations of the INL Section - Provide administrative, customer service (internal and external) and program assistant duties for the INL Office Staff. - Gather, prepare and analyze information to produce reports and correspondence related to the INL Office administrative and logístical issues. - Perform typing and word-processing services. - Compose technical and nontechnical correspondence for the INL Office, U.S Embassy, and host nation entities such as official correspondence for signature. - Monitor the status of all correspondence and assure timely preparation of responses. - Coordinate and organize meetings and events within and outside the INL Office. - Prepare, submit, and follow up on travel request forms, in-country travel requests and other documents as required by the RSO and other embassy agencies. - Provide English to Spanish and Spanish to English translation and transcription support. - Schedule appointments, maintain program advisor’s calendar, coordinate and organize meetings within and outside of the INL Office. - Ensure office equipment for the INL office Advisors and INL office Joint Staff is maintained and, when necessary, repaired. - Maintain an adequate stock of office supplies for the INL office administrative staff. - Track INL office training slots and ensure students are notified and complete all pre-requisites before deadlines. - Arrange conferences and meetings with the Colombian Military Forces and other Government of Colombia entities. - Provide telephone and receptionist services, screen visitors and telephone calls, provide information guidance and assistance to visitors as appropriate. - Prepare procurement actions for materials, equipment, goods, expendables and services. - Follow up on all procurement requirements and processes until completed. - Obtain/prepare specifications, conduct market research, develop cost estimates, and prepare purchase requests for approval and subsequent submission to the INL Procurement Section. - Prepare sole source justifications and statements of work. - Coordinate with suppliers to help refine purchase requests requirements and define suppliers’ support capabilities. - Coordinate with the INL procurement section and vendors to monitor pending procurements, ensure they meet completion of timelines and quality assurance requirements, implement changes required to complete procurement actions. - Monitor active support contracts to ensure all requirements are being met and that any necessary contract extension/curtailments are processed in a timely manner. - Ensure procedures and processes are followed to be within contracting rules and avoid unauthorized commitments. - Track and process receiving reports and contract status/expirations. - Close out expired contracts and ensure funds are de-obligated. - Assist in the coordination of equipment and facilities donations. - Assists with time and attendance process as required. - Arrange airline tickets, transportation and hotels and request travel advances for travels within country and/or abroad. - Utilize the INL Travel Grant’s company and other travel systems as E2 to arrange, track, change, and closeout all travel requirements for host nation and advisor travel. - Prepare, submit and follow up on travel requests forms, in-country travel notifications and travel reimbursements. - Manage travel expense advance payments. - Prepare, submit and follow up on travel reimbursements by manual and INL Travel Grant’s company system. - Prepare all transactions required for the distribution of reimbursements of funds. **EDUCATION**: - Completion of high school is required **LANGUAGE LEVEL**: - Spanish level IV: Fluent - English level III: good working knowledge of spoken and written English **EXPERIENCE**: - Three years of work experience preferable in a bilingual office environment performing secretarial, clerical or administrative work are required. - Experience in logistics and customer service (internal and external). **KNOWLEDGE OF**: - General office procedures and clerical practices. - Policies, procedures and regulations related to travel, procurement and cash management. - Preparation and processing of correspondence, files and records keeping. **SKILLS IN**: - Highly proficient typing skills. - Above average numerical skills. - Excellent writing, inter-personal, and organizational skills. - Good writing skills, interpersonal skills and organizational abilities. - Good typing, communication and customer service. - Establish and adjust work priorities. **ABILITY TO**: - Resolve issues concerning requirements for assigned projects with the multiple agencies. - Make quick decisions and work with minimum supervision. - Coordinate the resolution of logistics issues/initiatives through staff coordination. - Communicate with diplomacy at the appropriate levels of personnel job responsibilities. - Travel to INL bas
