This position is located in the Country Office in Colombia (COCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Bogotá, Colombia. Under the overall guidance of the UNODC Deputy Representative and direct supervision of the Operations Officer. **Responsibilities**: Within delegated authority, the Assistant Administrative Officer is responsible for managing the general support services staff and personnel in COCOL. The Assistant Administrative Officer promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale. The Assistant Administrative Officer will be responsible for the following specific duties: - Develop the unit’s work programme. - Provide guidance, training and daily supervision to the travel, property management, contract management and other general support service staff and personnel. - Act as Certifying Officer for all requisitions related to the COCOL administration. - Ensure correct tracking of all COCOL equipment and fixed assets in a timely manner, and ensure all relevant equipment is covered by the relevant insurance policy. - Provide inputs for the development of the COCOL core budget, analyse inputs and formulate resource allocations by work programme, or business processes. - Monitor all COCOL contracts to ensure the continuity of operations. - Assist in providing information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. - Provide assistance and support in undertaking actions related to the administration of COCOL’s human resource activities. - Ensure completion of office archives (both physical and digital). - Streamline all key general support services processes and develop and implement key performance indicators and performance mechanisms. - Coordinate with service units and liaise frequently with internal team members both at Headquarters and in the field. - Identify and resolve diverse issues/problems as they arise and determine appropriate actions. - Perform other work-related duties as required. Education A first-level university degree in business or public administration, management, economics, finance, accounting, or a related field is required. Work Experience A minimum of two years of progressively responsible experience in national and/or international finance, budget and administration or related area, is required. Work experience with large Enterprise Resource Planning Systems is required. Work experience with electronic administrative and business processes systems is desirable. Experience with Umoja/SAP or Oracle is desirable Experience in co-ordinating small/medium sized teams and experience in working in a fast-paced environment is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish, is required. Knowledge of another official United Nations language is desirable.
