POSITION SUMMARY - This position is based in Brazil, Colombia, or Mexico. Applicants must have the necessary permit(s)/authorization(s) to legally work there. No relocation package is being offered. Since accreditation, the CI-GEF Agency has built a portfolio of over 80 projects in Latin America, Africa, and Asia. As part of acquiring and maintaining accreditation status, the Agency established policies, systems, and procedures to ensure that all projects comply with the GEF policies on Environmental and Social Safeguards, Gender, Stakeholder Engagement, and Accountability and Grievance Mechanism. With a growing portfolio and expanding ESMF requirements, this position will report to the Senior Director of ESMF in ensuring that the CI-GEF Agency complies with the stipulated policies in order to maintain the Agency’s accreditation status and to continue accessing GEF funding. The primary duties of this position include managing the application of the ESMF to the Agencies’ portfolio, training and administrative support, and monitoring and evaluation in the area of ESMF for projects under the oversight of the CI-GEF Agency. This includes, among others, managing submission timelines and quality control of ESMF plans and project documents, ensuring projects comply with ESMF policies and requirements and achieve project targets, providing technical support to projects on a regular basis, conducting ESMF outreach and trainings, managing ESMF e-course(s) and developing other capacity-building products, and collecting, analyzing, and presenting ESMF data. RESPONSIBILITIES Application of the ESMF to CI GEF Portfolio - Provide guidance to project teams regarding the preparation and timely submission of safeguard screening forms, draft, revised, and finalized ESMF plans, workplans, quarterly reports, annual reports, and project documents. - Conduct initial review of safeguard screening forms, plans, reports, and project documents to ensure completeness and quality control. - Ensure project documents include the finalized ESS Screening information and mainstream the approved ESMF plans. - Work with the Agency’s grants team to ensure projects include appropriate ESMF staff and budget, and ESMF flow-downs in grant agreements and contracts. - Establish routine check-ins with project teams and provide ESMF support as needed. - Identify and work closely with projects where the ESMF plans do not meet the Agency’s standards and requirements, and where progress on ESMF implementation needs to be improved to meet project targets and compliance. - Follow all steps to disclose and maintain the approved and updated ESMF plans on the Agency’s website and ensure that projects disclose those documents within the required timeline. Ensure that all disclosure considers the requirements for Personal Identifiable Information and confidentiality. - Organize and prepare ESMF presentations for project preparation and implementation kick-off meetings. - Organize and participate in GEF-organized safeguard partnerships, meetings, webinars, workshops, and seminars. Training and Administrative Support - Manage the ESMF e-course, including coordination with the HR team and consultants, support to learners, and follow-up with learners to ensure completion of the course in a timely manner. - Work with project teams to identify and ensure that the required staff complete ESMF training. - Produce and disseminate Knowledge Management products relating to ESMF, including good examples of ESMF plans and training materials/e-courses. - Organize information sharing/exchange webinars with the project’s ESMF staff. - Support ESMF consultancies, including the preparation and publishing of TORs, evaluation and short-listing of bids, contract signing and management, and receipt of deliverables. - Compile and provide ESMF information as requested from internal/external reviewers, evaluators, and consultants. - Maintain ESMF information and documents, including policy updates and KM products, on the Agency’s website and internal SharePoint. - Organize and maintain ESMF files and folders. Monitoring and Evaluation - Collect and analyze on a quarterly and annual basis, data related to the ESMF Indicators. - Maintain a database of ESMF plans, indicators’ results, and the status of plans. - Collect and analyze on a quarterly basis, data on the ESMF e-course and other trainings. - Develop and implement surveys/analyses as requested. - Support and/or participate in supervision mission visits and review of projects. - Support and/or participate in project Mid-term Reviews and Terminal Evaluations as needed. Other duties as assigned by the Supervisor. WORKING CONDITIONS - Frequent travel up to 30% of the work time. - This position follows a hybrid work structure, working some days from the office and some days remotely. Guidance will be shared during the interview process. QUALIFICATIONS Required - Bachelor’s degree in environmental science or related field. - 4 to 6 years of experience working with project/program design, implementation, monitoring, and compliance of public donor-funded projects in the area of environment, conservation, and/or development. - Working knowledge and understanding of the issues related to environmental and social safeguard standards, stakeholder engagement, accountability and grievance mechanisms, working with Indigenous Peoples and Local Communities (IPLCs), gender mainstreaming, and designing/implementing environmental and social management plans and environmental and social impact assessments (ESIAs). - Strong ability to work independently and/or remotely, while maintaining productivity. - Experience in cross-cultural consultation, training, capacity building, and collaboration. - Demonstrated ability to work in team environments and cultivate productive partnerships across a diversity of stakeholders. - Excellent English oral and written communication skills, including public speaking. - Fluency (oral and written) in a second language (Spanish and/or Portuguese) relevant to the CI-GEF Portfolio. Preferred - Experience designing and implementing GEF, GCF, or familiarity with IFC’s Performance Standards. - Experience in database creation and management, working with MS PowerPoint and SharePoint. - Experience in producing and disseminating knowledge management products and training materials. - Experience in designing and conducting training. - Experience in conducting M&E;, including developing performance indicators, designing surveys, analyzing data, and presenting findings in a user-friendly manner. - Proficiency in other languages relevant to the CI-GEF portfolio will be valued.
