Job Description: * DUTIES AND **RESPONSIBILITIES** - The incumbent leads planning, coordination, and monitoring of projects and proposals for strengthening the capabilities of the Colombian National Police CNP. - Provides specialized expertise to advise, oversee, and assist in deciding the scope of IT projects and proposals and issues technical opinions on its feasibility. - Evaluates IT requests for funding and procurement and makes recommendations to the supervisor for appropriate action. - Provides supervision in project implementation, coordination among INL-CNP-Contractors and milestone tracking, keeping the project within scope, budget and timeline. - Manages a repository of updated projects documentation including electronic logs of all goods and services delivered to the Colombian National Police. - Coordinates and proactively organizes meetings among project stakeholders to ensure proper planning, productive working relationships and coordination. Provides follow-up to meetings as appropriate. - Support procurement actions for other sort of requirements and suggests the type of procurement action necessary to fulfill the request. - Works with the INL accounting staff to track program budget expenditures to ensure the proper obligation. - Manages the historical program knowledgebase by capturing, developing, adding value and sharing. - Designs and implements indicators and dashboards through office software to get statistics and reports from historical program knowledgebase. - Maintains, reviews, and updates files in the shared network for program team collaboration. - Assists the design or implementation of knowledge tracking systems. - Generates reports, briefing papers, and reporting cables based on project execution and progress in reaching program goals. - Monitors program processes and procedures and recommends improvements according new needs. - Monitors all the projects and activities supported and/or funded by the program and verifies the funds are being used appropriately and are achieving program objectives. - Monitors performance and estimates impacts in medium-term of projects and program achievements after implemented. - Works with counterparts to establish indicators to evaluate impacts of projects and program achievements. - Prepares statistics and analytical reports based on either projects and historical program knowledgebase. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - University degree in electronic engineering or systems engineering - Postgraduate studies in disciplines related to project evaluation, project management and/or industrial engineering **LANGUAGE **LEVEL**: - Spanish: level 4- Fluent level required in Speaking/Reading/Writing/Listening - English: level 3- Good working knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE**: - Minimum 5 years of experience in advising or managing IT projects or research projects. - Experience in analysis and assessment of projects, institutions or programs performance. - Experience in acquisition or procurement or in a related field is required. - Experience in managing knowledge assets of organizations. - Experience working with international organizations, NGOs, or government is preferred. **KNOWLEDGE** OF: * - Strong knowledge of office software (Excel, Word, PowerPoint, Access, and SharePoint). - Strong knowledge of statistics and data analysis. - Strong knowledge of Ariba system is preferred. - Strong knowledge of process optimization is preferred. - Standard knowledge of IT sector. - Basic understanding of international development and/or bilateral relations focused on the provision of technical assistance for police forces. **SKILLS **IN**: - Effective communications skills, oral and written - Drafting concise, effective reports and briefs on technical areas in English and Spanish. **ABILITY **TO**: - Ability to work on a team - Think analytically - Examine, analyze and make recommendations related to program and projects development - Effectively engage with host country government officials **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: Job holder will work in the U.S. Embassy - Bogotá and will travel occasionally within Colombia to national police schools, and to countries to assists the cooperative activities related to the program goals. The incumbent may have to self-drive during travel to plan for, observe, and/or monitor INL projects.
