About this position The Innovation for Citizen Services (ICS) division is looking for a Cybersecurity professional to support Latin American and Caribbean (LAC) governments in improving their national, sectorial and organizational cybersecurity capabilities, governance, policy, and technical readiness. ICS’s mission is to strengthen the institutional capacity of the state to deliver better services to citizens using digital solutions and innovation, to support the modernization of public management, and to promote citizen safety and security. Within ICS, the Data-Driven Digital Government Team supports countries of the Region in improving the quality of digital services for their citizens and businesses. To do so, DDG promotes operational efficiency in government agencies at all levels, through digital transformation, the use of information technologies, and cybersecurity. To address the concerns of LAC governments about the security of their cyber environments, the Bank initiated cybersecurity development activities, including launching the regional Cybersecurity Report in 2016 and 2020 which showed significant gaps in countries’ cybersecurity readiness. ICS is looking for an expert in Cybersecurity to work remotely. The Consultant will (i) advise Latin American and Caribbean governments and sectors in cybersecurity; (ii) support the planning and execution of cybersecurity activities; (iii) contribute to knowledge generation activities in the field of cybersecurity undertaken by the Bank. What you’ll do - Support individual country, sector or public-sector organization cybersecurity efforts by providing technical advice related to every aspect of cybersecurity policy and practice. - Support public-sector client organizations by evaluating their current cybersecurity posture, collecting information using interviews, questionnaires, surveys, technical reviews, technological platforms and external professional services; planning the improvement of their governance, identification, protection, monitoring, response and recovery operations; and accompanying the implementation of these plans as needed. - Support in the development of cybersecurity learning materials, studies and technical notes for the region or specific countries. - Organize knowledge-sharing missions to countries with ample experience in the cybersecurity field, where LAC cybersecurity policy-makers and managers will learn from the experience of the hosting country. Open and maintain dialogues with LAC cybersecurity experts and policymakers to identify mechanisms to support their cybersecurity efforts. - Accompany, contribute to, and review terms of reference, scope and deliverables of external consultancy projects advising on current cybersecurity readiness, policies and improvement roadmaps. The consultancies may be within Bank-executed and client-executed operations. - Assist in responding to cybersecurity incidents and in aspects of client dialogues. - Support the design and implementation of technical cooperations and loans focused on cybersecurity. - Support the design and execution of cybersecurity aspects in the Bank’s development operations in the region. - Support additional international, national, sectorial and Bank cybersecurity development activities such as research and knowledge generation. What you'll need - Education: Master’s degree (or equivalent). Degrees and other significant studies in fields related to cybersecurity policy and management are preferred including Computer Science and Engineering, Information Technology, Digital Security, Technology, Public Policy and other fields. Professional certifications in cybersecurity may be considered. Demonstrated equivalent experience may be considered in lieu of degree. - Experience: At least ten years of relevant professional experience in cybersecurity and related fields such as information technology engineering, digital government, ICT policies, project management or similar in related technical environments. Experience working in the public sector is desired. - The ideal candidate would have technical, advisory, program management and policy experience in cybersecurity applied to a variety of sectors. - Recognized expertise in the field of Cybersecurity. Solid capabilities and experience advising on Cybersecurity (especially for governments and in developing countries). Relevant knowledge of standards, methodologies, best practices, analytical tools and understanding of institutions, policies and regulations in the field of cybersecurity. - Working knowledge of the Latin American and Caribbean Region. Capacity to communicate effectively to policy makers. Multitasking, self-management and organizational skills. Experience working in multi-disciplinary teams, in large organizations and in leading long-term processes. - Cybersecurity competencies in aspects such as technology, project leadership, business processes and policy. - Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable. Requirements - Citizenship: You are a citizen of one of our 48-member countries. - Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. - Remote Modality: The selected candidate will not provide services from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank. Type of contract and duration • Type of contract and duration: Full time National Consultant (Local Remote Modality), 12 months (up to 36 months). 100% remotely from the place of residence of the selected candidate and services are expected to be provided from a country where the IDB Group has offices.
