Job Description: - Incumbent provides support on training coordination and assists as liaison with corresponding office from the Colombian National Police and the Ministry of Defense or other INL Offices abroad, facilitate a constant flow of information between these Colombian government entities, internally, with the unit and other INL sections in the region. - Serve as liaison between the unit and other offices on all managerial matters. - Gather, prepare and analyze information from different sources to produce reports regarding the financial and administrative aspects of the unit’s programs. - Monitor and assess non-compliance with the unit’s plans and propose corrective actions based on resource availability. - Assist in preparing organizational tables and other project planning documents, to include PowerPoint presentations in both English and Spanish. - Prepares weekly reports, as well as other required memoranda. - Provides support on handling financial and budget information regarding Corresponding program expenditures and coordinate closely with the INL financial unit to maintain fiscal responsibility. - Exercise strong financial management knowledge when responding to inquiries and planning the implementation of the unit’s programs. - Prepare purchase requests for travel, equipment, transportation, and any other necessary materials, obtains or prepares specifications, cost estimates, and purchase requests for approval by the corresponding chief and submission to the INL Procurement Section. - Coordinate with contracting officers and procurement agents to follow up on pending contracts and procurements. - Manage the human rights vetting process for all Colombian participants in a timely fashion. - Support VIP travel as directed. - Responsible for the development and implementation of standard operating procedures (SOPs) for the unit, particularly as they relate to logistics management. - Ensures that established SOPs are disseminated to all customers and partners. - The incumbent and the program manager/advisor meet with GOC official to determine what goods and services are needed for an operation and/r project develop. Once the program manager/advisor decides what support INL will provide, the incumbent determines whether any of the items are in stock at the INL warehouse. The incumbent then starts the procurement process for all items needed. - The items procured for the INL Program can be technical and unusual in nature and include such items as construction projects, high specialized local training, military equipment, intelligence and communications equipment, tools, and repair parts; the incumbent is responsible for determining the type of procurement action necessary to fulfill the request and the sources form which the commodity or services are available, also assist in end use monitoring to ensure that INL expenditures do not fall victim to fraud waste or mismanagement. - Supports with Travel Arrangements, provides administrative and operative support to the programs including but not limited to filing, requesting office supplies, receiving/controlling correspondence, making meeting arrangements, provides back-up to other logistics personnel within INL Programs. **Job Requirements**:* EDUCATION: * - Two years of college education in Business Administration, Industrial Engineering or Logistics is required. **LANGUAGE LEVEL**: - Spanish level IV: Fluent - English level III: good working knowledge of both spoken and written English **EXPERIENCE**: - Three years of experience in logistics and administrative field, or logistics coordination experience. **KNOWLEDGE, SKILLS AND ABILITIES**: - Good computer skills in the following programs: Microsoft Word, Access, Excel, Power Point. - Sound judgment to analyze and interpret the significance of information and events is required. - Good proficiency in typing is required. **TRAINING**: - Incumbent should have previous basic training in keyboarding (40 words per minute), reading through documents for accuracy, understanding and formatting businesses documents and reproducing pre-made documents to check for accuracy for accuracy, organization and speed.
