Job Description: * DUTIES AND **RESPONSIBILITIES** - Serve as Deputy Scientific Advisor in the Eradication Operations Program of the Organized Crime and Counternarcotics (OCCN) Division in INL Bogota. - Responsible for assisting with inspections, tracking and reporting of all INL eradication activities recording compliance within the Colombian Government for the eradication Environmental Management Plan. - With guidance provided by the Senior Scientific Advisor, propose, design and conduct technical field studies, coordinating with other academic, scientific and government organization (s) as appropriate. - Prepare technical responses and reports on the environmental aspects of INL eradication programs in coordination with manual eradication team. - Participate as observer if required with the Counter Narcotics Directorate (DIRAN) in environmental monitoring to include obtaining samples, maintaining chain of custody and forwarding samples to the appropriate contracted laboratory to analyze soil and water samples for persistent herbicide. - The participating entities of this Environmental Monitoring Commission are: - The Commander of the National Police Aspersion Company (PECAT) - Autoridad Nacional de Licencias Ambientales (ANLA) - Instituto Geográfico Agustín Codazzi (IGAC) - Instituto Colombiano Agropecuario (ICA) - Help to collect and analyze data if required, and prepare reports, concerning the environmental impacts of cultivating and processing illicit crops, working with the Commander of the CNP PECAT, and other government of Colombia eradication programs, as well as GOC institutions involved in the Environmental Monitoring Commission. - Collect periodic herbicide and herbicide mixing samples for elements of the Ground Based Spray units and aerial eradication and forward to the appropriate contracted laboratory for quality control - Conducts other requirements as dictated by INL and the Organized Crime and Counternarcotics Division. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION**: - Bachelor’s degree in Agro-Chemistry, Botany, Biology, Agronomy, Environmental Sciences, Forestry, Chemical Engineering, or Environmental Engineering is required **LANGUAGE **LEVEL** - Spanish Level 4 (Fluent) listening, speaking and writing is required. - English Level 3 (Good working knowledge) listening, speaking and writing is required. **EXPERIENCE**: - Two years of practical experience in plant biology research, including experience in conducting scientific field studies of an environmental, biological, or botanical nature is required. **KNOWLEDGE** OF: * - Strong knowledge of plant eco-physiology and multi-temporal eco-system analysis. - Strong knowledge of plant chemistry, botany, and agrochemical interactions with the environment. - Good knowledge of statistical evaluation and data analysis. - Knowledge on aerial spray. **SKILLS **IN**: - Ability to perform assigned duties with a mínimal supervision and to take the initiative as a self-starter. - Ability to deal diplomatically with Colombian and U.S. counterparts. - Ability to use data visualizations and mapping software for scientific and eradication program studies - Drafting concise, effective reports and briefs on technical areas in English and Spanish. **ABILITY **TO**: - Must be able to pass the US Embassy security background review. - Work as a team member. - Write effectively and quickly in English and Spanish. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Job holder will work primarily outside of the Embassy in Bogotá however, will occasionally work inside the Embassy for coordination. - Incumbent will travel frequently within Colombia to the field and to police/military installations. - Will conduct regular visits to primitive areas and coca fields, which often requires traversing rugged terrain on foot or in GOC helicopters.
